ISO CONSTRUCT

ISO-CONSTRUCT Validation of competences of unskilled workers in the construction sector using ISO 17024 standards. Initial situation: The construction sector is one of the largest economic sectors in any economy. This sector is responsible for a large contribution to annual GDP and for the employment of hundreds of thousands of skilled and semi-skilled workers.

However, the construction sector is characterised by a very large number of workers with only basic construction skills. Knowledge and skills which are characterised by the fact that they are often acquired in a non-formal training or also in an informal way. The proportion of unskilled workers in the construction sector is comparatively high. In addition, the construction sector is characterised by a high degree of labour mobility, which enables seasonal developments and reactions to them and is therefore of crucial importance in the sector. However, labour mobility is often hampered by a lack of transparency and comparability of skills. This is particularly the case for occupations that are level 3 or lower under the EQF (European Qualifications Framework). At EQF levels 1 and 2 in the construction industry (bricklayers' assistants, carpenters' assistants, etc.) there are no recognised procedures for transparency and mutual recognition of vocational competences in Europe and the vocational education and training systems do not focus primarily on these training levels either.

Finally, this means that thousands of workers in the construction sector in Europe do not have a certificate for their competences acquired over the course of their lives and therefore lack the conditions for their mobility and flexibility. Moreover, in the event of the closure of the company, the chances of job seekers on the labour market without a certificate of competence are very low.

In the Leonardo da Vinci project ISO-QUAM (http://www.isoquam.eu/en/), the concept of personal competence certification according to the ISO 17024 standard was elaborated and tested for low-skilled workers in the metal industry in Europe. The result of the project is an ISO 17024 based competence certification scheme that provides internationally transparent and recognised competence certificates for competences acquired through non-formal or informal means.

To accomplish all goals of the project, the following steps are required:

  • Field research in EQF 1 and EQF 2 occupations in the construction sector (bricklayer's assistant, carpenter's assistant, etc.) on professional competences required in the construction sector (with EQF standard descriptors for competences)
  • Creation of a competence matrix for EQF 1 and 2 professions in the construction industry
  • Adaptation of the ISO 17024 Competence Certification System from ISO QUAM according to the requirements and competencies in the ISO CONSTRUCT project
  • Development of testing and evaluation procedures for ISO 17024 certification
  • Test phase with the participants in the partner countries to obtain feedback on the process and the tools used, including the granting of ISO 17024 based competence certificates to participants
  • Adaptation of certification procedures and instruments
  • The implementation of a series of activities to disseminate the method and results and to ensure sustainable use throughout the project.
